    Have to say the low level stuff isn’t being seen. Is that simply because issues like fly tipping are being better managed?

    How do you know hostile surveillance isn’t being carried out on your livelihood and an attack or theft planned?

    Consider that every theft involves a degree of criminal planning. Such attacks or tbefts are unlikely to be opportunistic.
